Viet Nam Integrated National Plan
It was presented by Vietnam at the International Pledging Conference on Avian and Human Influenza, Beijing, 18-19 January 2006. Viet Nam Integrated Operational Programme
This National Work Programme was prepared by a Government Taskforce established under the National Steering Committee, with support from the UN Country Team, the World Bank and other donors participating in a Joint Assessment Mission from 18-28 April 2006. The Green Book was endorsed by the Government at their regular monthly meeting on 31 May 2006 (Resolution 12/2006/NQ-CP dated 5 June 2006) as the national framework for mobilization of national resources and international support to fight avian influenza. It was then endorsed by the international community at a Government-Donor meeting on 2nd June 2006. International donors gave initial commitments of around $61 million for implementation of the Green Book at this meeting. Viet Nam National Preparedness PlanViet Nam's National Preparedness Plan in Response to Avian Influenza Epidemic H5N1 and Human Influenza Pandemic was prepared by the National Steering Committee and approved by the Prime Minister on 18 November 2005 (Decision No. 6719/VPCP-NN). This integrated plan outlines responsive measures under WHO's global pandemic alert phases, and allocated responsibilities to ministries, Peoples' Committees at all levels and mass organisations. These plans are consistent with the Global Strategy for the Progressive Control of Highly Pathogenic Avian Influenza (May 2005) prepared by FAO and OIE in response to the 2nd FAO/OIE Regional Meeting on Avian Influenza Control in Asia held in February 2005 in Ho Chi Minh City, Vietnam and with the Global Influenza Preparedness Plan (August 2005) prepared by WHO.
