Phase I: Emergency Support

A Phased Approach

Image: ChickenA phased approach was taken to rapidly address immediate needs to contain avian influenza in poultry and respond to the threat of a human pandemic, while allowing time for development of more detailed medium- to long-term national planning.

Phase I of the joint Goverment-UN programme to fight highly pathogenic avian influenza (6 months emergency support) commenced in October 2005. This will be followed by a second phase of longer-term capacity building support.

Phase I: Outcome, Objectives and Key Components

Expected Outcome

Reduced risk of a global pandemic of highly pathogenic avian influenza emanating from Viet Nam and enhanced national and local capacity to manage outbreaks of diseases of epidemic potential caused by human, animal and plan pathogens.

Objectives

  • to progressively control and eradicate HPAI in domestic poultry;

  • to strengthen the national and local capacity to detect, diagnose, monitor and control outbreaks of diseases of epidemic potential including HPAI; and

  • to strengthen the national capacity to prepare for, respond to and recover from public health emergencies in Viet Nam such as HPAI.

o Support to Vaccination of Poultry

o Support to Post-Vaccination Surveillance in poultry

o Strengthening targeted HPAI surveillance and response in animal and humans

o Protect humans involved in the poultry vaccination programme

o Avian Influenza Information, Education and Communication (IEC) Campaign
